Grooming in curves is pleasant. Getting that groom into an engine is not. Every card is placed by hand, every card is unwrapped by hand onto the right strip of the hair atlas, and the whole thing is redone when the groom changes.
Hair Tool is the established paid add-on in this space, it is far broader than what is described above, and it is the reason to think this chore is worth paying to avoid — around a thousand people have rated it. Blender's own extensions platform has add-ons for hair physics and for converting strokes to curves, but none that names carding as its job.
So the honest pitch is not "better than Hair Tool". It is: one narrow job, done in one click, for a third of the price. If that is not worth $29 to you, say nothing and the thing does not get built.
